CG Government, MBA, letter number F-3-1/2022/MBA/50 Nava Raipur, dated 20.12.2024, has approved the filling of vacant posts in District Sakti under Nava Bihan Yojana operated for the implementation of Protection of Women from Domestic Violence Act 2005. The details of the advertisement are as follows:

The scheme reserves the post of Women Protection Officer only for women, hence only female candidates will be eligible to apply. The office of District Women and Child Development Officer, Women and Child Development Department, District Sakti (Jetha Lavsara Road Ripa Center) Pin Code No. 495689 invites applications for the said post through registered post/speed post/courier till 30.04.2025 at 05:00 PM.

We have attached detailed details regarding recruitment under Nava Bihaan Yojana separately in Appendix-01.As per clause 2.15 of the appointment instructions, for verification of monthly salary or honorarium received in relation to the experience certificate issued by the employer, a self-attested photocopy of the bank passbook/bank statement and an affidavit with a stamp of Rs. 50. The affidavit should mention that the amount in the passbook is the salary/honorarium of the said period. If someone finds this information to be incorrect, then they can take action for termination of service by registering a criminal case against me. For which I myself will be responsible.

The Central Government has made rules for the implementation of the Protection of Women from Domestic Violence Act 2005, which is a central act.The responsibility of implementing the Act lies with the states. As per the provisions of the Act, medical, shelter and rehabilitation; counselling facility and facility for preparing domestic violence report etc., are to be provided to the woman suffering from domestic violence as per the requirement. The authorities are running Naya Bihan Yojana for the implementation of the Act.

The details of minimum eligibility, mandatory minimum educational qualification, mandatory skills, mandatory experience, desired additional qualification and other conditions mentioned for the selection of Mahila Protection Officer under Nava Bihan Yojana are as follows:

Educational qualification, mandatory skills, mandatory experience and work responsibilities for the selection of Mahila Protection Officer under Nava Bihan Yojana –

  • The authorities will appoint candidates to these posts under Chhattisgarh Civil Services (Contract Appointment) Rules 2012 (as amended). These posts are district level posts. Hence, the appointing authority will be the District Collector.
  • Under the scheme, they reserve the post of Women Protection Officer for women only, hence only women candidates will be eligible to apply.
  • The contractual appointment will be initially for 01 year. Thereafter, on the basis of work qualification, work capacity and behavior and the requirement of the department, the District Program Officer / District Women and Child Development Officer, Women and Child Development Department of the concerned district will assess the suitability of the person appointed on contract and decide to extend the contract after obtaining the Collector’s approval at the district level; otherwise, the District Program Officer / District Women and Child Development Officer will consider the contractual appointment terminated automatically on the expiry of the period of contractual appointment.
  • During the contract appointment period, the lump sum contract salary approved by the Finance Department of the State will be payable. There will be no eligibility for any other salary / allowance in addition to the contract salary. After the end of service, the employees appointed on contract will also not be eligible for any kind of pension, gratuity, allowance, death benefit etc.
  • The above-mentioned lump sum contract salary for these posts is as per the monthly contract salary prescribed in the Finance Instruction 22/2023 issued by the Finance Department and will be as per the lump sum contract salary fixed by the Finance Department from time to time by similar or special order for these posts.
  • The contract will grant a completely temporary appointment that either party can terminate without giving any reason. During the contract period, either party can terminate the appointment by giving one month’s prior notice or one month’s salary in lieu thereof.
  • These contractual employees appointed on contract will be eligible for leave and travel allowance facility only as per Chhattisgarh Civil Services (Contract) Appointment Rules 2012 (as amended).
  • The age of the applicant should not be less than 21 years and maximum 35 years as on 01 January 2025. Apart from this, the local resident of Chhattisgarh will be eligible for relaxation in age limit as per the instructions issued by the State Government from time to time, but the maximum age including all relaxations will not exceed 45 years.
  • It is mandatory for the candidate to be a native of Chhattisgarh. The candidate will have to attach the certificate of the competent authority.
  • Any candidate who has married before the minimum age limit prescribed for marriage shall not be eligible for appointment. In case of contractual appointment, it will be mandatory for the selected candidate to submit an affidavit attested by a notary on a stamp paper of Rs. 50/-.
  • A candidate who has married a person who already has a spouse alive shall not be eligible.In such a case, the Government may decide otherwise; if sufficient reason exists to its satisfaction, it may exempt this restriction.
  • The applicant should check his eligibility himself and send the application form only after fulfilling the eligibility and conditions prescribed for the advertised post. If the selection committee finds the applicant ineligible at any stage, they may cancel his application form and terminate his candidature.

  • We will consider educational qualifications only if they are from a recognized institution/university. Applicants must obtain the prescribed educational qualification by the last date of submission of the application form.
  • Submit the application form in the prescribed format. Attest/verify the desired certificate and mark sheet, along with the application form, by a gazetted officer or yourself.
  • Regarding experience, the candidate must attach an experience certificate issued by the employer of the concerned institution, certified/verified by a gazetted officer. The authenticity of the experience certificate must be verified.
  • Employees working in government/semi-government/private institutions must submit their application form along with the no objection certificate of the employer; otherwise, the authorities will not consider the application form. It will be mandatory for the practicing lawyer to attach the certificate of Bar Council and relevant documents and certificate of experience.
  • No separate information will be given to the candidates regarding incomplete, unclear and defective application forms and such applications will be rejected. Candidates not possessing the required qualifications should not apply.
  • Clearly mention the name of the post for which you are making the application on the envelope and in the application form; otherwise, they may reject your application. You should mention your name and correspondence on the envelope and in the application form.
  • No travelling allowance/expense allowance will be payable to the candidate participating in the written test/skill test/typing and computer test.
  • If the selection committee selects a practicing lawyer for the post of Protection Officer, the lawyer will not be allowed to practice law and will have to surrender his license to the Bar Council.
  • Offices will not accept applications directly. Only registered post/speedpost/courier will accept applications.. Attach a self-addressed envelope with a stamp of Rs. 5/- along with the application.

The selection process follows:-

  • You must submit the application form in the concerned district only for the above district level contractual posts. There will be a district level selection committee under the chairmanship of the District Collector for appointment to these posts in the district. This selection committee will complete the entire selection process.
  • Upon receipt of applications for each vacant post, the selection committee will prepare the merit list. The committee will prepare the merit list on the basis of obtained marks, giving weightage of 100% marks in the merit list as follows.
  • Maximum 70 marks giving weightage of 100% marks on the percentage obtained in the desired minimum educational qualification.
  • 02 additional marks will be given for each additional year of experience after the minimum experience. Maximum 20 marks and
  • 20 marks will be fixed for the written test/group gharcha/recs test related examination.
  • Merit list of only eligible women candidates will be prepared for the post of Protection Officer.
  • IIn case candidates obtain equal marks for selection while preparing the merit list, the selection committee will decide priority based on the candidates’ date of birth; candidates whose date of birth is earlier will receive priority.
  • The decision of the concerned District Collector regarding the eligibility/ineligibility of the candidates for selection and the applications received will be final and valid.
  • The authorities will consider the presence of the selected candidate on the concerned post only after the police verify the character and the medical board of the district hospital submits the health fitness certificate.

  • Certificate of competent authority in the format prescribed by the government regarding being a native of Chhattisgarh state.
  • Birth certificate, High School / Higher Secondary School certificate to prove the date of birth, in which the date of birth of the applicant is mentioned.
  • Certificate of prescribed mandatory educational qualifications.
  • Certificate related to mandatory minimum experience 6.5 Letter / document. If there is document / certificate related to mandatory skills, then submit it.
  • if the applicant is LLM / PhD in Law for the post of Protection Officer
  • If the candidate is working in other departments under the Central or State Government, then the No Objection Certificate from the concerned department will have to be submitted.
  • Affidavit attested by a notary regarding not getting married before the prescribed age limit on a stamp paper of Rs. 50/-.
  • Latest passport size photographs.
  • An envelope bearing a postage stamp of Rs. 10/- and containing your full address for correspondence.
