Understanding Horizontal vs. Vertical Reservation in India

Horizontal quotas (Women, PwBD, Ex-Servicemen) cut across vertical categories. Under the Supreme Court ruling in Rajesh Kumar Daria v. RPSC, if enough women qualify on merit within their own vertical category (e.g., 33% women in OBC), no separate adjustment is made.
