Key Legal Distinctions: Regular Promotion vs MACP
No Change in Functional Designation
MACP provides purely financial upgradation. An employee holding the post of Assistant Section Officer (ASO) who receives MACP to Level 8 continues to be designated as ASO and performs the same duties, but draws Level 8 pay.
Next Higher Level in Pay Matrix
Under 7th CPC, MACP places the employee in the immediate next higher Level in the hierarchy of the Pay Matrix, regardless of whether that post exists in the promotional hierarchy of the department.
Frequently Asked Questions on the MACP Scheme
Does an employee who refuses a regular promotion still get MACP?
No. Under DoPT guidelines, if an employee refuses a regular departmental promotion offered to them, they will not be considered for financial upgradation under the MACP Scheme until they subsequently accept the promotion when re-offered.
What is the difference between ACP and MACP?
The older Assured Career Progression (ACP) Scheme granted only 2 financial upgradations after 12 and 24 years of service to the promotional post's grade pay. The current Modified Assured Career Progression (MACP) Scheme grants 3 financial upgradations at 10, 20, and 30 years of service to the immediate next Level in the Pay Matrix.
Can MACP pay fixation be opted from the date of next increment (DNI)?
Yes. Government servants have the option under Rule 10 of CCS (Revised Pay) Rules to have their pay fixed either from the date of grant of MACP or from the date of their next annual increment (1st January or 1st July), whichever proves mathematically more advantageous.
